Foreign investors or enterprises operating in the health supplement (functional food) sector in Vietnam are required to obtain a Certificate of Food Safety Eligibility before commencing production. Below are the key legal conditions set forth by Vietnamese law:

1. Facility Requirements

  • A fixed and legally compliant production site is required.

  • The facility layout must follow a one-way workflow to minimize the risk of cross-contamination.

  • Proper systems for lighting, ventilation, and drainage must be installed and maintained.

  • Functional zoning is essential (separate areas for production, storage, hygiene, etc.).

2. Equipment & Tools

  • Equipment must be appropriate for the production scale and technology.

  • All tools and machines must be made of safe, non-toxic, easy-to-clean materials.

  • Regular maintenance, cleaning, and sanitation procedures must be documented and implemented.

3. Personnel Requirements

  • Production staff must be trained in food safety and possess a valid Food Safety Training Certificate.

  • All personnel must have periodic health check certificates in compliance with Vietnamese regulations.

4. Quality Control System

  • A suitable food safety management system must be in place (HACCP, GMP – if applicable).

  • Facilities must carry out regular internal testing or partner with certified laboratories.

  • All records of production and quality control must be properly maintained and traceable.

5. Legal Dossier for Application

The following documents are required for the food safety eligibility application:
