Level-2 Electronic Identification for Foreigners in Vietnam – Necessary, Easy, but Must Be Done Properly!

Level-2 Electronic Identification for Foreigners in Vietnam – Necessary, Easy, but Must Be Done Properly!

Starting from July 1, 2024, under Decree No. 59/2024/NĐ-CP, foreigners entering Vietnam will automatically be issued a Level-2 electronic identification account via the VNeID app—no registration documents required. However, to activate and use the account, foreigners must complete biometric verification procedures at the police authority.

In this context, Kim Quyen Law Firm Co., Ltd. offers on-site consulting and support services for foreigners to complete their electronic identification process quickly—legally—and correctly.

1. Why is Electronic Identification Necessary?

Electronic identification (via the VNeID app) acts as a digital ID for foreigners, enabling them to:

  • Complete temporary residence procedures, extend visas, and apply for work permits.

  • Open bank accounts, register for housing rentals, and telecommunications services.

  • Sign contracts, verify identity, and handle administrative procedures.

  • Avoid carrying original passports in daily transactions.

This is a mandatory digital tool for many activities in Vietnam, especially for long-term foreign residents.

2. The 50-Day Peak Campaign – A Chance Not to Miss

From July 1 to August 19, 2025, the Ministry of Public Security is launching a 50-day campaign to issue Level-2 electronic identification for foreigners, focusing on:

  • Immigration Department (Hanoi)

  • HCMC Immigration Office

  • Provincial Police Departments: Thai Nguyen, Hung Yen, Lao Cai, Dak Lak, etc.

These service points operate outside of regular working hours, with officers directly collecting photos and fingerprints and helping foreigners install the VNeID app. This is the perfect time to complete the procedure without delays or complications.

3. Electronic Identification Verification Procedure

Foreigners need to follow these steps:

  • Visit an authorized police office with their passport (or international travel document).

  • Fill out form TK01 as instructed on-site.

  • Take a portrait photo – provide fingerprints – verify residence information.

  • Receive result notification via the VNeID app / SMS / Email.

Processing Time:

  • 3 days if biometric data is already in the database.

  • 7 days if new biometric data needs to be added.

4. Specialized Legal Services from Kim Quyen Law Firm Co., Ltd.

We don’t just guide—we accompany foreigners through every step of the e-ID process:

  • Detailed consultation on conditions, regulations, and benefits of using VNeID.
